Neither has better accuracy than the other. The advantage of the app is that you can close it and access it via the start screen or taskbar.

Before opening the desktop app, you’ll need to open the Settings app. When you open it, click on Time & Language, and then click on Region, followed by Clock and Date, then Date & Time.
After you select your preferred time zone, the desktop app will automatically update.
